The vacancies are across three distinct disciplines: Data Science & Analytics; Data-as-a-Service; Platform Delivery & Alignment. Applicants should indicate on their application which discipline or disciplines to which they are applying.
The purpose of the role is to lead the delivery of competencies in data to achieve the Bank’s strategic objectives: transforming supervision, research, and running the Bank. This will include (i) the delivery of advanced analytics use cases (ii) data products; iii) assist the wider competency team in articulating the value (where relevant) in use of data science/analytics within the Bank, and iv) contributing to the development of the Bank’s technical data & analytics capability.

Responsibilities:
- Lead and deliver relevant elements of the data strategy, provide technical direction of the teams’ work, overseeing team member’s activities as relevant, and influence/agree relevant roadmaps (including product roadmaps) that support scalable maintainable integration of data products into the Bank, ensuring these products inform decision-making.
- Lead, design, develop, implement and maintain relevant data science / data products through identifying opportunities to challenge the status quo to transform and support organisational objectives.
- Support a culture of continuous improvement and a focus on high quality outcomes. Ensure the robustness of solutions developed with a significant focus on product availability, usability, integrity, performance and maintainability.
- Manage and foster strong working relationships with internal and external stakeholders, developing an understanding of their needs and key drivers, to create shared opportunities, strengthen awareness of Data as a Service/Data Science & Analytics and support its/ their embedding.
- Provide relevant skills transfer, coaching and mentoring to team members, in a matrix-reporting environment, to share expertise/knowledge and ensure the necessary skills, competencies, knowledge and best practice procedures are being developed, maintained and leveraged as appropriate.
- When relevant, represent the Bank relevant domestic, EU fora or bilateral engagement with other central banks/regulators, and influencing to support the Bank’s agenda.
For Data Science and Analytics role:
- Masters’ Degree or equivalent relevant experience in data science, statistics/related quantitative disciplines, computer science or related disciplines.
- Subject matter expertise is required in the following areas: data science/analytics including AI / machine Learning (ML), NLP and deep learning using scripting languages such as Python, R, SQL and business intelligence reporting/visualisation tools. Statistics including causal inference, network science, data analytics, data management including data centric approaches.
- Masters’ Degree or equivalent relevant professional experience in computer science, software development or data analytics.
- Strong background implementing robust data solutions in the areas of data sourcing, data engineering, data quality and reliability, data centric approaches to processing, transformation, and delivery
- IT, MIS, engineering, data analytics or business degree (Statistics, Economics, Finance) with related quantitative discipline, or comparable relevant industry experience.
- Strong background designing, building, and deploying scalable data platforms that can be leveraged by business analytics and technology teams
- Significant experience in a data science/ data as a service / platform delivery role, Experience of delivering relevant use-cases of organisational value, frameworks and strong post qualification experience or its equivalent in data science, analytics, data management, and relevant domain or translatable experience relevant to the Bank and the transformational aspects of this role.
- Proven ability to manage multiple large and complex issues, prioritising appropriately and demonstrating excellent judgement and problem solving skills at all times
- High degree of technical excellence in specialist area
- Excellent knowledge and understanding of the relevant tools, technologies, and approaches and how best to deploy them in the context of this role
- Ability to work independently and deliver significant pieces of work.
- Very strong drafting skills
